This bill is really about "organics reduction targets" and deals with many things including horse manure. We are part of a broad coalition of equestrian groups and facilities working with the County of Orange to prepare for upcoming reclassification of manure from organic waste to solid waste. This has significant impact on the equestrian community but solutions are available.
